If you are congested then eat a clove of garlic raw one little clove in the mourning and one at night for two days straight. Could be allergies. I know when my allergies get bad, my throat and voice get hoarse. Could also be excess mucous in your throat, caused by a number of things, anything from smoking, to too much alcohol, to dehydration, to sinus infection.. the list goes on and on...
