It is learnt that in India there is no health policy to cover male sexual dysfunction.Though it is important to bear child in a family, how this kind of surgical expense is discouraged in health cover of any insurance.Kindly suggest any health insurance that cover male sexual dysfunction.
I doubt there is any that will cover it. They will probably consider that cosmetic surgery and most insurance companies won't cover that.

I know havign dust mites in itself can't cause your reproduction system to go array but having an allergy can. So is my question way off base or is there a possibility of it happening?
I seriously doubt that dust mite allergies could cause a penile discharge. Of course there is always a chance, but it seems very remote that it could be the cause of such. I'd think it would be more likely from either a bladder or prostate infection, or even an urethral infection, than from an allergy.  (+ info)

It can't be an STD because I have never had sex and it only happens when I work out really hard and it is clear and colorless. is this normal ? it's enough to get my underwear wet but not my shorts but it has come close to doing that sometimes.

I would talk to a doctor just to make sure nothing is wrong. The only thing that comes to my mind is that your prostate is stimulated or other glands are stimulated while working out and it's causing the fluid to be secreated. However it could be an infection and you are just noticing the discharge when working out. So just go into the doctor to make sure everything is fine.
